Mr. Howell was appointed by Governor Ann Richards in 1993 to the Board of Directors. He has served as: Chair of the Conservation and Environmental Protection Committee; Chair of the Land and Water Resources Committee; Board Member of the LCRA Affiliate Corporation; Chair of the Mckinney Roughs Ad Hoc Committee; Chair of the Comal Power Plant Decommissioning and Redevelopment Ad Hoc Committee; the General Manager Compensation Ad Hoc Committee; and finally as Chair of the Regional Development Committee.
